A3 Policy Manual

1)    Committee Chairman who handle money, either Administrative or Welfare, will present a  financial Statement to the Cabinet Secretary or Cabinet Secretary/Treasurer no later than  July 15th and that these statements form part and parcel of the Annual Audited Treasurer's Report.

2)    Every year in the month of June, a meeting will be set up with the Incoming Cabinet Officers  to review the Constitutions and By-Laws and the Policy Manual.

3)    Job Descriptions: Job Description as approved by the Cabinet.

     The Following Committees do not conform to the standard Lions Year.

each year.

3.  CONVENTION DATES DISTRICT A-3:

     To be established at least 2 years in advance and announced at the Annual Convention for  the following year.

7.  USA / CANADA FORUM:

To assist with the expenses for the District Officers to attend, the District may provide $150.00 for the District Governor, Vice District Governor, and for each Region Chairman who attends the Forum.

8.  WEARING OF WHITE JACKETS:

Governor and PDGS will wear white Jackets at Charter and Charter Anniversaries in Multiple of Five Years. Also at the District Governors Ball at the A-3 Convention.

9.  SCHOOL FOR INCOMING OFFICERS:

Registration and meals will be provided at no cost to all lecturers. PDG'S not involved will pay their way as do all other Lions.

10.  DISTRICT COMMITTEES:

A)   Each Region Chairman shall oversee approximately 1/3 of the District Committees.
B)   Lions Information and International Relation Committee to be combined under one committee.
C)   Extension, Membership Development Chairman will be appointed by the District Governor.
       Members will be from each Region.
D)   All District Committee Chairman are to compile the year's activities and forward them to the Cabinet Secretary or Cabinet Secretary/Treasurer, and to their successor.

11.  DISTRICT A-3 HOSPITALITY ROOM AT M.D."A" CONVENTIONS:

It is up to the District Governor to arrange for a District A-3 Hospitality Room at the M.D."A" Convention. Funds for this Hospitality Room shall be raised by a Special Fund-Raising Project and not taken from the District A-3 Dues.

12.  DISTRICT LIONESS CHAIRPERSON:

At the Lioness Spring Conference, one name for the Lioness District Chairman and one name for the Associate Lioness Chairperson be selected from those names submitted by the Lioness Clubs of District A-3, and these two names be submitted to the District Governor-Elect for his perusal, approval and appointment.

13.  DAVID McINTYRE PARK:

David McIntyre Park is composed of 8.8 acres of land on the banks of the Indian River at Lang, Ontario. This land was deeded to the Keene Lions Club by the family of the late David N. McIntyre. The Park is developed primarily for the use of handicapped people and all the facilities of the Park bear this in mind. In 1981 the Park was made a project of District A-3 and subsequently was a part District A-3 Constitution and By-Laws. The Committee for the Park was composed of the six Zone Chairman, and two Members of the Keene Lions Club, with one of those two being the Committee Chairman. In 1986, ARTICLE VIII, BY-LAW III SECTION 4 of District A-3's Constitution reads as follows.

"The David McIntyre Park is an Official Project of District A-3. The Committee shall be a Chairman appointed by the District Governor, all Zone Chairman, and Four (4) Members appointed by the Keene Lions Club, one of which may be a Lioness".

At the 1988 District A-3 Convention, the Committee was changed so that it consisted of a Chairman, appointed by the District Governor, the three Region Chairman, and two Members of the Keene Lions Club, one of which may be a Lioness. At this time, reference to the committee and its rules were removed from the District A-3 Constitution and By-Laws and moved to this Policy Manual with the associated District Committee Chairman job description being moved to the District A-3 Job Description Manual.

14.  DISTRICT A-3 FUN AND TALENT NIGHT:

That 100% of the proceeds from the Fun and Talent Night be turned over to the Ways and  Means Committee to be used as approved by the District Cabinet for the promotion of District A3.

15.  That the Cabinet meet in an informal session prior to Cabinet Meetings.

16.  To take advantage of the experience of the Past District Governors, Past Region Chairman and Past Zone Chairman by using them as advisors to committees and not as Chairman.

17.  Policy on Fund Raising:. Copies of all letters regarding fund raising activities and       information from District Committees, a copy be sent to all Cabinet Members.

18.  That a newly formed Lions Club in District A3 that has at least 20 members signed, be  allowed to hold a one time only 50/50 draw. The proceeds from this draw are to help the New Club with their Administration fund.
